How do people fake passports or other important id's?

In movies and on tv, they always use fake passports that seem to be able to pass for the real thing. In a book I'm currently readng, they are talking about how Khalid Sheikh Muhammad once had 20 fake passports. I don't understand how such an important document is able to be forged and work
